In these talks Mr. Powell exposes several misconceptions of history with regard to certain issues raised by proposals to reform the House of Lords.
Without the device of creation, the House of Lords would never have survived and developed as it has, he says. But * this device of creation, far from being something inevitable, wasn't even probable, and really it was a historical accident which gave it to us.'
