142,000 young people enjoy the comradeship of the National Association's affiliated clubs in England, Wales, and Northern Ireland; but three out of every five between the ages of fifteen and eighteen are out of touch with informal education of any kind. The Association urgently needs money for more experiments and development, particularly on new housing estates and in large cities: a progressive policy demands well-trained leaders and this too costs money.
