Tim Frazer is trying to find out why Miss Thackeray was murdered and what she was doing in Wales at the time of her death. Another murder occurs: the victim is the estate agent's secretary, Eve Turner. Frazer finds a cablegram addressed to Eve which leads him to the Kowloon Hotel in the Tiger Bay area of Cardiff.
