The Howard League was formed in 1921 to centralise the activities of the various societies for penal reform inspired bv the philanthropist John Howard (1726-1790). The objects of the League are the promotion of the right treatment of delinquency and the prevention of crime: it conducts a considerable propaganda, and has branches and correspondents in thirteen countries.
