One in three marriages ends in divorce. A quarter of all babies are now born to mothers who have never married at all.
Without a father as a breadwinner, most single mothers and children end up on social security.
The Government wants to get single mothers back to work and independence. Single mothers want to work. But without child care they can't. Panorama probes the Government's dilemma and reports from Bristol where new research reveals the increasing cost to single parents and their children, both emotionally and financially. Upholders of the traditional family, they fear that helping single mothers encourages more women to join their ranks.
Polly Toynbee examines the Government's internal confusion that prevents them from rescuing a growing army of women and children, now overwhelming the social security budget.
