Britain 's Amateur Justice System: A Jail Lottery?
What are your chances of ending up in jail if you are found guilty of committing a petty crime? It depends where you do it. In some parts of the country, you are four times more likely to be sentenced to prison by magistrates than in others. Magistrates deal with 98 per cent of all criminal cases in a unique system of amateur justice - which goes back to medieval times. They are almost all lay people with no legal qualification and their activities are normally shrouded in secrecy.
