' We have the biggest scandal the department ever had,' exclaims the New York Commissioner of Police when an attractive girl is found shot in the flat of a drugs dealer and a policeman is held for murder. They were both undercover cops working the Times Square jungle of pimps, prostitutes and hustlers, and the Commissioner demands a report - not a cover-up - into what went wrong.
