The scene is laid on board an old-time sailing ship. Sailors are dancing a hornpipe and the ballad tells of the tender parting of William and Susan. As the ' lessening boat' rows back to land, there is heard the sound of a phantom hornpipe in which the mocking spirit of the sea laughs at the truth of lovers' vows.
